The key development is judicial: the AMB’s regulations were referred to the CJEU (Case C-50/21), which in June 2023 ruled that the 1/30 ratio and associated restrictions could not be upheld without sound justification in light of the freedom of establishment; in 2024, the Supreme Court endorsed this ruling and overturned refusals based solely on the ratio. Since then, the regulatory framework has continued to evolve through a series of regulatory adjustments and court rulings.
